Summary: Jira is sometimes too bright, especially when you have a headache or working late at night in bedroom w/ S.O. trying to get sleep. This helps. Kinda.

Just simple CSS manipulation (counting on recent browser, and only tested on Chrome) to give a dark-mode-ish experience when using Jira. Only tested on on-prem/DataCenter edition so far.
